Where house prices rose most in the EU: the last year and since 2015 (Eurostat, 2026-Q2)
Our own calculation (2026-11-02) from Eurostat's house price index for 26 EU countries, latest quarter 2026-Q2.
Findings
- EU average: prices 4.7% higher than a year earlier (2026-Q2); index 168.56 (2015 = 100).
- Fastest rise over the year: Portugal 16.5%, then Bulgaria 15.5% and Lithuania 14.3%.
- Falling over the year: France -0.8%, Luxembourg -2.2%, Finland -2.7%.
- Since 2015: Hungary +289.6% leads; Finland -2.5% is the only one below its 2015 level.
Method
- Eurostat prc_hpi_q, house price index, all dwellings (purchase TOTAL), quarterly. Annual change = Eurostat's own annual rate of change (RCH_A) for the latest quarter; change since 2015 = index (2015 = 100) minus 100.
- Prices are nominal: not adjusted for inflation. The index measures how prices changed, not how high they are: a 16% rise in a cheaper market can still leave homes cheaper than in a market that rose 2%.

What this does not tell you
- Prices in a reader's own city: national indices average over regions that move very differently.
- Affordability: that needs incomes and mortgage rates beside prices.
